If you searched for GitLab Ultimate pricing and found "$99 per user per month", that number is out of date. As of August 2026 GitLab's own pricing page shows no price for Ultimate at all — it reads "Get custom pricing / Contact us". The tier is now quoted per deal. That is genuinely useful information rather than a dodge: it means seat count, contract term and add-on bundling all move the number, and it means a partner quote and a direct quote will not be identical. This page sets out what Ultimate actually includes over Premium, what moves the price, and how the rupee and GST side works for an Indian buyer.

Because Ultimate is quote-only, the levers that actually move an Indian buyer's number are seat count, contract term (multi-year commitments price better than annual), and whether you commit to GitLab Credits up front — GitLab's Flex commitment lets you make one annual commitment covering both seats and credits and reallocate spend across them as needs change, which is usually the better structure when you are not yet sure how much AI usage you will have. GitLab bills in USD and publishes no rupee rate card. Every INR figure here is a worked conversion at ₹95.2 to the dollar (the rate on 26 August 2026), shown pre-GST and indicative — it is not a GitLab list price, and it moves with the exchange rate. Buying GitLab directly from an Indian entity means a foreign remittance: 18% GST under reverse charge as an import of service, TDS on the payment, Form 15CA/CB paperwork, and no clean input tax credit trail. Bought through National IT Service you get a domestic INR invoice with GST charged on the face of it, which your CA can claim ITC against in the normal way. One structural point worth planning around: GitLab does not permit mixed licences. Every user on a GitLab.com top-level group or a Self-Managed instance must sit on the same plan, so you cannot put ten developers on Ultimate and the rest on Premium. If only one team needs DAST and compliance dashboards, the honest options are a separate top-level group, a separate instance, or accepting Ultimate pricing across the whole population.

The $99 figure circulating on comparison and aggregator sites is a retired list price that those sites have not refreshed. Treat any Ultimate number you find online as a starting anchor for a negotiation, not a quote.
One question decides it: does something outside your engineering team require evidence about your code's security? If a customer security questionnaire, an ISO 27001 or SOC 2 audit, a RBI or SEBI requirement, or a regulated-sector client demands DAST results, dependency vulnerability tracking, or a compliance dashboard, that is Ultimate-only and there is no workaround inside Premium. If nobody is asking for that evidence yet, Premium plus open-source scanning in your pipeline usually costs materially less.
No. GitLab requires all users in a GitLab.com top-level group or on a Self-Managed instance to be on the same plan — mixed licences are explicitly not supported. The practical workarounds are running the regulated projects in a separate top-level group or on a separate Self-Managed instance with its own Ultimate subscription, or accepting Ultimate pricing across the whole team. Which is cheaper depends entirely on the ratio, and it is worth modelling both before you commit.
Ultimate includes 24 GitLab Credits per user per month against Premium's 12, and credits are the currency behind GitLab Duo Agent Platform and Secrets Manager. At per credit that is a nominal $24 per user per month of AI usage bundled in. Two caveats before you count it as savings: GitLab explicitly labels the included credits a promotional offer available for a limited time, and unused credits are not a cash equivalent. Value it only if you will genuinely use agentic AI features.
